ENTRY REGIME FOR CITIZENS OF THE REPUBLIC OF SERBIA AND FOREIGN CITIZENS WITH REGULATED STAY IN THE REPUBLIC OF SERBIA

Citizens of the Republic of Serbia and foreign citizens with regulated residence in the Republic of Serbia (have been granted temporary residence or permanent residence in the Republic of Serbia) who come from countries with unfavorable epidemiological situation (all countries) and do not have a negative RT-PCR test for SARS -CoV-2, issued by the reference laboratory of the country from which they come, ie a negative FIA ​​Rapid Antigen test, not older than 48 hours from the date of issuance of the results, for persons coming from the United States, during passport control is given written notice - health warning of the obligation to comply with the quarantine measure at home for 10 days from the date of crossing the state border and are warned of the obligation to report to the competent COVID clinic or territorially competent public health institution within 24 hours of crossing the state border (via electronic application to the electronic address: www.e-zdravlje.gov.rs).

The following does not apply: -to citizens of the Republic of Serbia and foreign citizens with regulated residence in the Republic of Serbia, coming from: the Republic of Albania, Bosnia and Herzegovina, the Republic of Bulgaria, the Republic of Northern Macedonia and Montenegro and Hungary;

-to accredited members of the staff of foreign diplomatic and consular missions and offices of international organizations, as well as members of their families who are holders of special identity cards, ie identification documents issued by the Ministry of Foreign Affairs and the General Secretariat of the Government;

-to persons from the border area who perform agricultural work and have agricultural land in the border area of ​​the Republic of Serbia, ie the border area of ​​the neighboring state, and who are obliged to have proof of ownership over agricultural land when crossing the state border to perform agricultural work on that land or a statement by the owner of the agricultural land that the person is performing agricultural work on his land;

-to persons who are residents of the border area and who are employed on the territory of the Republic of Serbia, ie the neighboring state, to whom the employer from the Republic of Serbia, ie the neighboring state, has issued a document on employment;

-to the crew and cabin crew of aircraft whose final destination is the Republic of Serbia; -to crew members when performing international transport, for the purpose of taking over or unloading goods or for the purpose of transporting persons to or through the Republic of Serbia, in the case of crews:

- freight motor vehicles when performing international road transport. In the case of transit traffic, it is limited to a period not exceeding 12 hours from the moment of entry into the territory of the Republic of Serbia,

- cargo ships transporting goods to one of the domestic ports. In the case of transit navigation on the international waterway on the territory of the Republic of Serbia, it is limited to a period not exceeding 90 hours for ships and 60 hours for self-propelled vessels from the moment of entry into the territory of the Republic of Serbia in the case of upstream navigation. 72 hours for ship formations and 54 hours for self-propelled vessels from the moment of entering the territory of the Republic of Serbia in case of downstream navigation,

ENTRY REGIME FOR FOREIGN CITIZENS

In order to protect against the introduction of infectious diseases into the territory of the Republic of Serbia, persons coming to the Republic of Serbia from countries with unfavorable epidemiological situation (from all countries of the world) are allowed to enter the Republic of Serbia provided they have a negative RT-PCR test for SARS. CoV-2, issued by the reference laboratory of the country of origin, not older than 48 hours from the date of issue and results. If there is a delay in entering the Republic of Serbia, which cannot be attributed to the fault of the passenger but is a consequence of an external event that could not have been foreseen, avoided or eliminated (flight delay, departure of buses, trains, etc.), then the test cannot be older than 72 hours upon entering the Republic of Serbia.

Persons coming from the United States are recognized, under the same conditions, with a negative FIA ​​Rapid Antigen test instead of a negative RT-PCR test.

The restriction does not apply to citizens of the Republic of Albania, Bosnia and Herzegovina, the Republic of Bulgaria, Hungary, the Republic of Northern Macedonia and Montenegro, when they enter the Republic of Serbia from those countries of which they are citizens. Persons who are not citizens of these states, but have been granted temporary residence or permanent residence in those states and who enter the Republic of Serbia directly from these states, are allowed to enter provided that they deliver to the territorially reliable within 48 hours of crossing the state border. to the Institute of Public Health negative RT-PCR test or antigen test for the presence of SARS-CoV-2 virus, issued by the reference laboratory of the Republic of Serbia.

The following does not apply:

1) to foreign citizens in transit through the Republic of Serbia. Transit for foreign citizens is limited to a period not longer than 12 hours from the moment of entry into the territory of the Republic of Serbia;

2) to the crew and cabin crew of the aircraft whose final destination is the Republic of Serbia;

3) crew, personnel and passengers in transit, ie transfer through international airports of the Republic of Serbia;

4) to accredited staff members of foreign diplomatic and consular missions and offices of international organizations, as well as members of their families who are holders of special identity cards, ie identification documents issued by the Ministry of Foreign Affairs and the General Secretariat of the Government;

5) to minors up to the age of 12, if the parent, guardian or other person accompanying the child possesses the negative test referred to in item 2 of this Instruction, if necessary;

6) to foreign citizens who have been granted temporary residence or permanent residence in the Republic of Serbia;

7) members of foreign military, police and other security services who are in transit through the territory of the Republic of Serbia or come to the Republic of Serbia for the purpose of performing official tasks with prior notice;

8) to persons who have been fully vaccinated (vaccinated with two doses, ie with one dose - if they have been vaccinated with AstraZeneca COVID-19 vaccine) in the Republic of Serbia and who have a certificate issued by a health institution.

Also, it does not apply to:

-foreign nationals when performing international transport, for the purpose of taking over or unloading goods or for the purpose of transporting persons in or through the Republic of Serbia, in the case of crews:

-freight motor vehicles when performing international road transport. In the case of transit traffic, it is limited to a period not exceeding 12 hours from the moment of entry into the territory of the Republic of Serbia;

-cargo ships transporting goods to one of the domestic ports. In the case of transit navigation on the international waterway on the territory of the Republic of Serbia, it is limited to a period not exceeding 90 hours for ships and 60 hours for self-propelled vessels from the moment of entry into the territory of the Republic of Serbia in the case of upstream navigation. 72 hours for ship formations and 54 hours for self-propelled vessels from the moment of entering the territory of the Republic of Serbia in case of downstream navigation;

- citizens of neighboring countries who are residents of the border area and who are employed in the territory of the Republic of Serbia, to whom the employer from the Republic of Serbia has issued a document on employment, subject to reciprocity.

ENTRY IN SERBIA FOR BUSINESS REASONS

Domestic and foreign citizens entering the Republic of Serbia for business reasons, with prior notification of the Serbian Chamber of Commerce, are allowed to enter the Republic of Serbia provided that they submit a negative RT-PCR test or antigen to the Serbian Chamber of Commerce within 24 hours of crossing the state border. test for the presence of SARS-CoV-2 virus, issued by the reference laboratory of the Republic of Serbia. The Serbian Chamber of Commerce will announce the crossing of the state border without delay and submit to the Ministry of Internal Affairs - Border Police Administration, no later than 24 hours before the expected crossing of the state border. If a negative RT-PCR test or antigen test for the presence of SARS-CoV-2 virus is not submitted within 24 hours of crossing the state border or if the test is positive for the presence of SARS-CoV-2 virus, the Serbian Chamber of Commerce shall delays shall be notified to the territorially competent public health institute.

- buses in regular and international passenger transport, both in transit and in the case when the final or departure destination is the Republic of Serbia,

- railway vehicles and train staff;

- humanitarian convoys contracted through diplomacy. -to minors up to 12 years of age;

-to persons who have been outside the territory of the Republic of Serbia for less than 48 hours and possess a negative RT-PCR test for the presence of SARS-CoV-2 virus issued by a reference laboratory in the Republic of Serbia not older than 48 hours from the date of issue. If there is a delay when entering the Republic of Serbia, which cannot be attributed to the fault of the passenger but is a consequence of an external event that could not have been predicted, avoided or eliminated (flight delay / delay, departure of buses, trains, etc.), then the test cannot be older than 72 hours when entering the Republic of Serbia

-to citizens of the Republic of Serbia and foreign citizens who have been granted temporary residence or permanent residence in the Republic of Serbia who have been fully vaccinated (vaccinated with two doses, ie with one dose - if vaccinated with AstraZeneca COVID-19 vaccine) in the Republic of Serbia have a certificate issued by a health institution or body.
